Audra Kyle

Audra Kyle is the Controller for the City of Paducah, Kentucky and has been in the accounting profession for over 20 years. She has held positions of auditor, county treasurer, budget officer, and controller with specific experience in governmental accounting serving in both county and city governments. In her current position of Controller for the City of Paducah, she oversees audit, accounting, accounts payable, and payroll. Audra has been with the City of Paducah since 2006, and has served in her current position since 2008.

Audra is a Certified Public Accountant (CPA) and holds a bachelor’s degree in accounting from Murray State University.

Erin Ballou

Chief Financial Officer, City of Bowling Green

Erin Ballou is the Chief Financial Officer for the City of Bowling Green, Kentucky. She is responsible for the general supervision of all financial affairs of the City and leads the Department of Finance. Erin began her career with the City as an Office Assistant in 2002 and served in multiple positions in payroll, accounts payable, and accounting until her promotion to Assistant Chief Financial Officer supervising the Accounting Division in 2015.

Erin holds a Bachelor’s degree in Finance and a Master’s degree in Business Administration (MBA), both from Western Kentucky University. She is a Certified Public Finance Officer (CPFO) and a Certified Management Accountant (CMA).

Erin is an active member of the Kentucky Government Finance Officers Association and is currently the President Elect as well as Chairperson of the Membership Committee; she also previously served as the President from 2019 through 2021. She is also a member of the national Government Finance Officers Association (GFOA) and has served on special review committees for the Annual Comprehensive Financial Report (ACFR) and the Popular Annual Financial Report (PAFR). She has authored two articles for the Government Finance Review, one in 2019 titled “City of Bowling Green Creates Physical Inventory to Safeguard Its Equipment Assets” and another in 2014 titled “Streamlining Processes: Looking at the Details”.

She also volunteers with the United Way of Southern Kentucky as an Allocation Committee Chairperson. In her free time, she enjoys reading and traveling with her husband Brian.

Alice Harris
Treasurer, City of Mount Washington

Alice Harris is the Treasurer for the City of Mount Washington, which was just a small community when she was born but has seen exponential growth over several decades. The current budgets for Mount Washington’s combined funds (City, Water/Sewer, Restricted, and Alcohol Beverage Control) total just under $30M. Before becoming the City Treasurer in December, 2017, Alice was an elected member of the City Council. Outside of City Government, Alice has worked in various fields that have helped shape her expertise (legal, real estate, education, and business). She has received her Master of City Governance Certificate from the Kentucky League of Cities and is working on the Certified Municipal Officer level.

Outside of work, she serves as Treasurer for Bike Walk Kentucky, Mt. Washington Historical Society, and Mt. Washington Emergency Management Services.  Alice’s favorite things to talk about, though, are her six grandchildren, four daughters, and husband of 43 years.

Melissa Clayton

Chief Financial Officer, City of Hopkinsville

Melissa is the Chief Financial Officer for the City of Hopkinsville, Kentucky. She oversees the Finance operations for the City. Melissa began her career with the City of Hopkinsville in 2011 serving in many different roles over the years. She was promoted to Chief Financial Officer in February of 2023.

Melissa holds a Master’s of Accountancy, a Bachelor’s in Business Administration, and is currently working on obtaining her CPA licensure. She serves as Treasurer for Campanile Productions Inc.

Angela Waninger

Director of Finance & Support Services, City of Owensboro

Angela Waninger is the Director of Finance and Support Services for the City of Owensboro, KY. She is responsible for the oversight and administration of the city’s Finance and Human Resources departments. She has been with the city since 2007 and has served in her current role since 2012. 

Angela is a Certified Public Accountant (CPA) and a Chartered Global Management Accountant (CMGA). She serves as a trustee for the Kentucky League of Cities Investment Pool (KLCIP), the City Employee Pension Fund Board, and the City Police and Firefighters’ Retirement Board. She previously served on the Kentucky League of Cities Board of Directors during her term as president of KGFOA 2022 and 2023.
