Erin Ballou

Assistant Chief Financial Officer, City of Bowling Green


Erin Ballou is the Assistant Chief Financial Officer for the City of Bowling Green, Kentucky. She oversees the accounting, accounts payable, payroll, and financial reporting operations of the City; including preparation of the CAFR, PAFR, and Annual Budget Presentation. Erin began her career with the City of Bowling in 2001 as an intern and has since held various positions in the Finance Department.

Erin has been President of the Kentucky GFOA since the Fall of 2019. She also serves a member of the GFOA’s special review committees for the Comprehensive Annual Financial Report (CAFR) and the Popular Annual Financial Report (PAFR). She has authored two articles for the Government Finance Review, one in 2019 titled “City of Bowling Green Creates Physical Inventory to Safeguard Its Equipment Assets” and another in 2014 titled “Streamlining Processes: Looking at the Details”.

Erin is a Certified Public Finance Officer (CPFO) and a Certified Management Accountant (CMA). She holds a Bachelor’s degree in Finance and a Master’s degree in Business Administration (MBA), both from Western Kentucky University.

Angela Hamric

Director of Finance and Support Services, City of Owensboro


Angela is the Director of Finance and Support Service for the City of Owensboro, Kentucky.  She oversees the Finance, IT and Human Resources operations for the City.  Angela has been with the City of Owensboro since 2007, and has served as Director of Finance and Support Services since 2012.

Angela is a Certified Public Accountant (CPA).  She also serves as a trustee for the Kentucky League of Cities Investment Pool (KLCIP).


Michelle Lucas

Finance Director, City of Winchester


Michelle is the Finance Director for the City of Winchester, KY. She oversees the Finance operations of the City.  Michelle has been with the City of Winchester since 2007 and has served as Finance Director since 2021.

She serves as a member of the GFOA special review committee for the Comprehensive Annual Financial Report (CAFR).  Michelle is currently working toward her CPFO certification.  Michelle holds an Associate’s degree in Business Management and HR from Mid-Continent University and a Bachelor’s degree in Business Management/Accounting from Indiana Wesleyan University.

Michelle is a Kentucky Colonel, Past Governor of the Appalachian District of Civitan International, and Distinguished Honor President of the Winchester Civitan Club.  She serves as the Women’s Pastor, Children’s 1st-5th  grade Family Training hour teacher and 1st-5th grade Sunday School Teacher at Trinity Church of God, Winchester.


Robert Martin

Robert Martin, a native of Elkton, Kentucky, graduated magna cum laude from Austin Peay State University in 1979 with a degree in Accounting and Business Administration.  After receiving his Master of Accounting from The University of Alabama in 1980, Robert returned to Austin Peay and was an instructor of accounting for three years.  Robert also worked nine years as accounting supervisor at International Paper in Hopkinsville.  Robert is a Certified Public Accountant and for twelve years was a partner in the CPA firm Kem and Martin, managing the branch office in Elkton.  In 2003, he became the Chief Financial Officer of the City of Hopkinsville and still holds that position today. Robert is a member of the American Institute of CPAs and the Kentucky Society of CPAs.   He served as President of Kentucky GFOA from 2012 - 2019.

Robert served two terms as president of the Elkton Rotary Club and as treasurer of the Hopkinsville Rotary Club for eight years.  He is a board member of the Museums of Historic Hopkinsville-Christian County and currently serves as its treasurer.  He is also past Chairman of the United Way of the Pennyrile.

He is lifelong member of Petrie Memorial United Methodist Church in Elkton and has served in a number of positions within the church including treasurer for over twenty years.  

Robert has a love of history and enjoys visiting historic places.  He co-authored the book,A Pictorial History of Todd County, Kentucky,in 1992. Robert has restored an 1892 Queen Ann Victorian house in Hopkinsville and enjoys sharing it with family and friends.
